This has nothing to do with hotdesk users. It was a brand new install and replacing the phone, once I found which one was causing it, solved the problem. I've had bad phones before but never one that knocked out all of the other IP sets on the network. I'm just glad it was a small install.
It's most likely a mac address issue, see Which means its likely that you have another one with the same mac already on your system.
