I thinks all you have to do is open Active Directory Users and Computers, right click on the Domain Controllers OU -> group policy tab. Then delete the policy and add a new one.
Also, in Active Directory Users and Computers, goto view-> advanced, and then expand the system folder until you reach the policies.
