event 1221 not showing correct free space?

I deleted over 600MB of space from our exchange server and expected to see the 1221 logs reflect that, but I am not seeing it. I deleted the emails on the 13th and the total of the 1221 events was 416MB. after the exchange 3 day retention (today) i'm only seeing 617MB free. I have seen this before on this exchange server where I only get back a portion of what I removed, this recent test was just confirmation of it. Is there someplace else I should be looking to delete these messages or did i stumble across a bug?

I am using Exchange 2000 build 6249.3 SP3 on Windows 2000 server SP3

today on the 18th the 1221 events add upto 591MB free, so now it looks like I'm not going to get anymore back from the delete I did.
