ESS - enabling in license file

So, the docs state that when you enable ESS administration in the license file and upload it to the main server it requires a server restart.
So, what exactly is a "server restart" ? What is the minimum I can get away with and activate the ESS functionality in the main server? stop/start at CLI? reboot server(s) ? reset system 4?

We just added an ESS to our existing 8700's running CM 3.1. It took a Reset system 4.
