ESN bypassing Analog Trunk Group when Internet is down

I am running ESN on an 81C. I have an Analog Trunk Group getting dial tone from a remote PBX thru a Quintum box over a VPN Tunnel on the Internet as my Entr 0 and a Telco T1 as Entr 1. When the Internet goes down, the PBX still selects the Analog Trunkg Group(Entr 0), even though their is no dial tone. Is there an option or work around so that if the Internet goes down ESN will skip over the Analog Trunk Group(Entr 0) until it comes back up. Thank you
 
the problem may be because the trunk is built as a loop start. if you have the option build it as either ground or better yet, eam.. then the switch will see it down and step to either the next rlb entry or to the step entry in the rdb

Every thing on the the M-1 side that you have done is correct.
You may try from Quintum side, if Quintum take the lines to busy state when internet is down, then it will work.

Thanks guys for the quick reply. The dial tone I am getting from the remote PBX is ajust a 500 extension and I am feeding it in on a COT Trunk. I know that Grd Start will not work but do you think I could feed it into an E&M Trunk card? I have asked Quintum for help but no luck so far. I find it hard to believe that they have not run into this before. You do get a fast busy from the Quintum but not until afer the PBX has seized the trunk. If you have any other suggestions I am open to trying anything. Thanks again
