error msg--can't write to disk -61

anyone familiar with the error "can't write to disk -61"? we have version 4.1 running with windows 98. comes up when we try to save to the hard drive
 
Is this with all Quark documents or with just one file ? If you can't fix it in 20 call someone who can.
 
it occurs when we are in quark and pull a photo in from photoshop. when we try to save the photo in a quark document we get the error. thanks.
 
Check your permissions for the folder. A -61 error used to be you don't have write permissions to the folder. If it is local, try a desktop rebuild.
 
I can't defrag my hard drive. When it scans with scan disk, it can't fix all the errors.
I used Norton Disk Doctor, and corrected errors, and still got the same message from scandisk.
Then I tried to use Norton to defrag, it seems to start, then has a message "You have 358 active entries after end of file marker. Norton Disk Doctor can correct it. Run Ndd32" I've run Norton Disk Doctor a number of times and it doesn't pick up these entries.
So, I'm stuck with a hard drive 63% fragmented, may have a bad place on the disk cause I get error messages "can't write to disk in drive C. Data may be lost", and I can't get it defragged, and get the bad sectors marked.
How do I find and eliminate these 358 active entries after end of file marker?
