error '403.1 Forbidden: Execute Access Forbidden' 3

Win98SE, PWS 4, PHP 4.2.1 and MySQL
I found this answer on PHP.net's knowledge base but I do not know how to adjust/add the flag?

"This error can be caused if you try to execute a CGI, ISAPI, or other executable program from a directory that does not allow programs to be executed. You need to set the execute flag on the directory under PWS."

Any help would be greatly appreciated. -Pete

open the PWS interface and in advanced there you will see a list of all the folders below document root.
select the folder you want to change by right click and advanced (I think), you will see 3 checkboxes, read, write and execute.
Check these according to what you need, by deafult all but CGI-BIN is read only.
