Error 1517 in Event Viewer Causes Hang On Restart

I've got several users that when they do a restart of their IBM Laptops running XP, they get a Error 1517 in the event viewer. Here's the whole message:

Windows saved user ANCHOR\Administrator registry while an application or service was still using the registry during log off. The memory used by the user's registry has not been freed. The registry will be unloaded when it is no longer in use.

This is often caused by services running as a user account, try configuring the services to run in either the LocalService or NetworkService account.

By the way, this is an IBM A31 Laptop with XP Pro installed from Factory.

For what it's worth: I run XPHESP1, and for months have gotten the "warning"

But it doesn't cause any problems at all. Are they really hanging, or just getting a warning?
