Envelope notification in system tray

Using Outlook 2000 SR-1, most of my users get an unopened envelope icon in their system tray when new mail arrives, but a few do not.

Can anyone tell me if there is an option you can change to turn this on?

I don't know of any way to do this using Tools - Options. This has happened to an old computer of mine, and I just had to reinstall Office, making sure to custom install it and checking "install from computer" specifically on all the outlook settings. Good luck.
