Enterprise Client - VNC & IIS

If you are talking about a VNC server and IIS server on the same machine that you have installed the Symantec VPN Client on then I am betting that it is going to be the VPN Client Firewall that is blocking the connection.
If this is the case then I think you should check out the below Symantec KB that will give you some info on the Client VPN firewall.
