Enterprise and V8.5 Licence Confused?

Question I have read all the discussion on the licencing for V8.5 and I am still confussed. If an office has 8.5 professional and the 5 free concurrent users that comes with Enterprise and an office has 75 employees that need to run the reports only on their LAN, but only a few people a day, I can setup Enterprise on all 75 stations and unless they run into more then five running the report at the sametime they are alright. Is this correct?

You don't need to set up Enterprise on 75 machines.
Just 1 server set up. Users access via a web viewer.
