Encode an Xml Document with a certificate

I have this issue and been looking for a solution all around. I have an xml document, which is sent as an email atachment. I would like to bind that xmldocument with a certificate so that only users in possesion of that certificate can open it.

The thing is that i need to achieve this using c# 1.1 in a windows project ( and so cannot use WSE )
 
Certificates are used to show that the sender is who they say they are (authentication), and not to hide the content of a message from unauthorized readers (which would be encryption).
