Enabling Port 81 out for a website

We have an ISA server sitting behind a 2-homed Netscreen. We have ALL traffic from Proxy to Internet enabled. I need to have a user connect to a website I have created a protocol definition for TCP 81 Outbound, and a protocol rule for selected protocol to specific destination set. However I keep getting a connection timeout from the ISA Server.

Any Ideas?

Have you opened up port 81 on the Netscreen as well?

The rule on the Netscreen is ISA Server to 0.0.0.0 Any
which should let any traffic on any port from the ISA to the Internet.

What about the inbound rule on the NetScreen?
May need to open up port 81.
