enable user to change domain password via web browser

Hi forum. I have a big problem, so I need a help.
In our organization we have 2 separate domains with 2 diferent active directoryes. There is no trust betwen domains, except DNS trust. So my problem is, when user changes password in domain1, he or she must telephone administrator of 2domain, tells him a changed password and then administrator change password in AD, that password in 1domain and in 2domain are sinchronized. Usernames in 1 and 2 domain are the same. So I need some script that will enable user to change password in 2domain. I trye with Outlook (users have their mailboxes & homedirectoryes in 2 domain), but with no success. Can some expert give me some adwice how to solve this big problem for our organization. THX for any reply.

THX for reply Ecreations :) I hope I will manage to do that. But it will be dificult to me cause my knowlidgement od ASP.Net = 0. THX again
 
One thing more. I dont need this for admins to change users password. I need this that user can change his own password in 2domain through local intranet.
