Emailing popping to Exch server, but not appearing in Inbox

NT 4 and Exchg 5.5 with sp2.

Pop email from domain and it worked fine for 3 years.

Emails are still being popped from the domain becuase I can see them come and go from the domain, but they no longer appear in the user's Outlook Inbox.

This just started yesterday and is happening to all users.
