Email notification hierarchy?

Hi,

I am wondering the following:

Is it possible to set up an email notification hierarchy for a job?

I seem to recall this having to do with a fail safe operator, but don't know if this applies to jobs? For example, if a backup fails, and no one responds - then send it to another operator. How would the job know that no one from the first operator reponded?
