Email Internet connector assistance

I have an Empty Root with two child domains that are geographically seperate connected by a frame. Windows 2000 (SP2) and Exchange 2000 (SP3) is the base information for both domains.

All email between child domains go through the frame.

I lost the frame for a 4 hour period. During that period, no email routed through the internet between the child domains.

I would like to have all emails between the child domains to route through the internet if the frame goes down again.

1) What do I have set wrong?
2) What do I need to setup to make this happen.

I did try to create a connector pointing to the namespace of the other child domain and didn't seem to get anywhere.

If there is any other info you need that I didn't provide..Let me know!
