EFS0.TMP being created when copying files

The file EFS0.TMP is being created when I copy AVI files to other folders. What is this, and is it a problem. I've also had problems with opening these and other files in the destination folder when this happens.
 
In fact after moving a file, now all my media files in the new folder say they are inaccessable and I can not move, delete or do anything with them.

This happened before and after doing several things including cleaning the registry, the files were accessable again.

Explorer seems to stick upon closing down too. It doesn't shut down with a Windows Shut down.

What could be causing this and how do I stop it.
 
You have some files that are encrypted that you made or someone else made, this is done for your or their eyes ONLY to see.
When you make a file for encryption a
backup-file, called efs0.tmp, is created.
Unless you know the Key to clear the encryption you have a problem.
I dont even think you can go to the command prompt C: and delete it from there.
 
I did sort of find a fix, I found that I can simply remove encryption - but it takes about 5 minutes on a large file, and then it works. Not sure what I did the other day to restore the file status but something worked and stopped this behaviour - I've tried to reproduce it to no avail. But as I said I can run the files if I decrypt them.

But.... a bunch of other files that ran perfectly also went 'bad' after transfering the file from one directory to another. All the files are media files - AVI MP3 MPEG MPG etc. Older files seem to be OK, but I'm not sure this is consistant - but some files are now not 'runable' and some are just like they were before the copy action.

I don't know how this file became encrypted, I did not do it, and the original was not encrypted as far as I can tell. And I don't know how copying it affect the other files in the destination directory.

And in safe mode all the files are moveable and deletable.

So how do I stop this behaviour. This behaviour just started, as none of these files were doing this up until a week ago or so. Explorer is also 'sticky' - It will not shut down properly with Windows shut downs - maybe there is some clue here, but I just don't know.

And even though they are encrypted, how come I can't view them?
