I don't know about PHP, but the version of vi that ships with Red Hat 7.3 does syntax highlighting for almost all of the programs I use (Postfix, ProFTPd, Apache, etc.)

This could open up a never ending flamewar of vi vs. vim vs. emacs (it wouldnt be the first time...)
I would suggest playing around with emacs and vi/vim and taking the tutorials that each comes with to see which is more comfortable for you... personally I love vim, which I have heavily customized for my needs.. but I use emacs as well when necessary (if vim isnt installed for example)
