Is there some easy way to send a message to all my Contacts in Microsoft Outlook 2003 to notify them of my new email address?

Yes, there is the way by creating a group and naming it. Then you just create new mail and add the groups address from the address book.
So first open the addressbook and use new group -property. Then add there users you wanted and name the group and so on. I assume that is quite easy.

Open a blank email, Click on the first name in the list, scroll down and shift+click on the last name in the list: this will select all the contacts.

Click on BCC and all the addresses will be entered into the BCC address box. I recommend using the BCC field as it will stop recipients seeing other addresses which some people would like to keep restricted to their own circle of contacts.
