Hi,

For using E129 sip phone you must have the R.9.0 or above, is a SIP Endpoint license also is required ,or even AV Endpoint LIC.

You must have a standard IP endpoint license for the E129

From 9.0.3 or newer you just need an AVAYA IP endpoint license. In older systems it will work with 3rd Party IP endpoint license.

The needed license has nothing to do with the used VoIP protocol.
