E-911 Setup for Avaya 1608-I Phones in Multiple Locations

I have a NOOB question for the gurus in this forum. I'm currently installing a new phone system in our offices. We have four locations scattered out thru the county. And in addition to this we have several workers that workout out of all four locations. In case of emergency they need to be able to dial from the phone they are currently logged into. For example:

User A home base is in Office A= Which belongs to (Office A = group ID 17)

User A is now currently working out Office C for the day= Which belongs to (Office C = Group ID 19)

If user A is logged into a phone Office C...Is there anyway to have the PBX identify which group or office they are calling out of? Can I set this up via IP Address on the phone or MAC Address?
 
IPO dials short codes in the system, the user is connected at the moment. So if the user dials 911 it will be dialled locally and not in the users home system. You should be good if you don't have user short codes with remote breakout.
 
How would I set this up? Is there any documentation?
