If we were to convert to an e.164 dialplan globally,, for an international site like London, does the phone get logged in with the full number with country code 44? Same with other countries like HK.. country code 852

It should. CM supports dial plans longer than the world allows.

for instance, if the extension is 44 207 xxx xxxx, the users, amongst themselves would have to dial the full number. However, in the UK you don't dial the country code within country over pstn. Wouldn't that be backwards with internal dialing being longer than an outbound call?

You can have E.164 extensions and still dial with shorter lengths (typically within a site).

Flatten Consolidate Extend (FC) with the move towards soft clients and LDAP integration makes it relatively easy for 1-click dialing. Many remote users no longer use a hardphone but run Avaya Workplace on PC, iOS, and Android. The big issue coming up next year is RAY BAUMs location requirements for remote users. For Cell Phones you can force the client to use the cellular device for 911. PCs however are going to require a third party overlay or some way of updating location data.

Depending on your current version of Communication Manager you may be restricted from E.164 in certain countries where they go as high as 15 digits (haven't seen 16 yet but it is possible). Going E.164 has other benefits I won't go into right now.
