Dynamic Layer Positioning

In attempting to develop content that will dynamically center itself on any screen size, I'm employing 3-row table set H and W = 100%. Over this table I had hoped to use layers, but have run into a road block. It appears there's no way to position a layer relative to an object (and still have it perform correctly in IE & N6.0), only in absolute fashion with the top left hand corner of the page. Depending on screen size, layers really move around. Am I really SOL here, or is there perhaps a behavior that can be attached to an object in the layer allowing relative positioning.

Here is an example:

Layers are totally based off the upper left corner of the browser window. You can do relative positioning off of that corner but you are still anchored there.

=( I found this out after hours and hours of research and trying different methods.
