DVD drive & CD Burner inaccessible

I have both, a DVD drive and a CD burner. Both used to work perfectly. I have not had a need to use either for a while. Recently, I realized that neither is accessible. Until I realized this problem, a few programs have come and gone into this puter, so, I have no idea what is the culprit, if any. Whatever it was, affected both drives. Windows recognizes that the drives exist, but, will not read anything that is on them. I tried reinstalling the drivers and other basic configuring. Still, no luck. Any advice would be greatly appreciated. Thank you in advance. SPECS: Win 98
 
You could try disconnecting the two drives via Properties in Device Manager and physically from your computer. Clean the dust away, reconnect and Add New Hardware. See if your computer re-recongizes the two drives and is still able to read the drives. -----
