Dual Pri with only one D channel

Is it possible to program 2 PRI with only one D channel? I just install a new a IPO and the second PRI is not working. I have speak with the provider this morning and they are telling me that it's one big PRI not 2 seperate one, so the second one have no D channel. I have tried many thing but I think I will have to call the provider and split them in two.
