DTS Package Logs

Is there anyway that I can see a history (log) of DTS packages who executed and what time. The log file gives everything except user who executed.

I don't think it tracks that. I've never sean it. You can check the sysdts tables in msdb.

Try the event log, assuming the option to "write completion status to event log" is enabled (search in BOL for that string). Open your DTS package in Design mode, right click on a blank space, select "Package Properties" and select "Logging" tab. Its at the bottom.
