What benefits would an admin user have if there was access to DS1 MSP feature?
 
I don't know about the DS1 part but I've heard of MSP's I think it gives you access to do adds/moves/changes and busy out your trunks and other general maintenance commands. I think most administrators should have it and from what I've heard it's not too expensive. You could ask your Avaya Business partner for more info/pricing.

(Maybe the DS1 MSP means you'd have access to busy out/release a DS1 card?)
 
It lets you change DS1 settings without removing all of the ds1 ports from trunk and signalling groups.

MSP= Maintenance System Parameters it allows Busy out and release and tests on Boards you can only get it with AVAYA Maintenance
