dropping calls over QSIG that dont have a CLID

I have several Nortel PBXs that use QSIG tie lines to a Cisco 3845 Gateway for network calling. My problem, when I call from a specific Nortel site an opt 81 3.0 to another site via the QSIG tie lines, I found that if a call is from a extension that does not have a CLID setup (name) this call drops after the first ring, however if I put just one letter in the name it works fine. I have done a compare with our other sites and all is setup the same, MSDLs,DCHs,Routes,Trunks and the cisco 3845s. My other sites are able to complete the call with out a name assigned and the extension is displayed. The debug shows mandatory information missing when the call is dropped. I have some two thousand SCR keys that don’t have names assigned so really don’t want to just add the names. Thanks for any help.
 
try changing the call type in your rlb..
