dreamweaver vs flash for wbt

Which is the best product to develop web based training – Dreamweaver or Flash. I know of Authorware, etc. but my choice would be between only these two applications. We need to develop the wbt’s fast. I’ve done a few wbt’s in Dreamweaver and liked using the product the only drawback was the screen redraw – you could visually see it (I guess it’s the html screen loading into the browser each time it hits a new html screen). I’ve heard that Flash doesn’t do that because it doesn’t have to load each screen just the swf file. The wbts would be very basic – no animation, sound or video – text based with Q&A and maybe need to keep track of scores. So what ya think? Thanks

how do you plan t o keep track of scores? if you are going to use a database then seriously consider upgrading to Ultradev I dont want to go to Chelsea!!!
