NONE will compare.....
it is THE tool for the web developement and especially for the HTML.
there are many progs that "mimic" DW...but what they all are after is WYSIWYG capability whihc ( I think) DW has them all beat to it.
The real question is what do u need 'this tool' to do for your?
If Dreamweaver is out of the question because of the cost then you could have a look at Namo Web Editor. I've tried a lot of different programs over the past couple of years and although I would agree that Dreamweaver is definitely the best I thought that Namo was easily the best of the rest.
Notepad may be cheap (free) but it isn't exactly what beginners will find useful. It's OK if you like to hand-code and know what you're doing, but many people prefer WYSIWYG or at least the extra facilities that HomeSite etc offers.
