downloading user email from website

hi all
i have a mail server and a website for 25 users. Users use to receive their mails in website, and i have exchange server 5.5 which will download all the mails from website, it is been downlaoded in a particular mailbox(say export), what i require is i need not want all the mails in export mail box, it has to be redirected or copyied to relavant users (25 users) automatically. this it should not be done thru rules wizard. in rules wizard iam facing lot of problems like error in rule. Lot of replies will be helpful
