Download problem on 2003 SP1 Terminal Servers

I am having a problem on multiple 2003 SP1 Terminal Servers that are at different customer sites. The problem is that no user can download a file on the server, not even a domain admin. It gives them and error saying;
"Your current security settings do not allow this file to be downloaded."

I've tried changing the security settings for the Internet zone to Medium like some sites have suggested.

I've use Group Policy Management Console to run RSOP to verify no GPO is restricting the downloads.

I can't think of anything else to check and was hoping someone has some good advice on what to look for next.

go to control panel - add remove programs add remove windows componets. Uncheck Internet Enhanced security.

Will need to then change the settings for each user under IE properties security

Internet Enhanced Security has already been removed and I've tried changing the security settings for the users without it helping. I also tried adding the site I was downloading to the trusted sites and it still gave the error.

weird no AV software or firewall blocking is there. Having said that the error is coming from IE right?. Have you tried changing the all the zones i.e. trusted blocked etc. Also under IE Properties advanced maybe check that no ticks on downloading or any weird things. I had the same thing and to be honest just played with the advanced settings till i got it working.


Now everything downloads ok

AV isn't blocking, no firewall software on the TS. The error is coming from IE. I've played with the zone settings and the advanced with no results.

is it the same for all profiles?. Just for arguments sake if you change everything to sat low and the advanced settings so that they are low i.e. completely open

does that cure it?

Yes, the customer decided a Microsoft Incident was worth the money. After working with the MS tech for hours he pointed me to IEReg.bat. I hadn't heard of it before but it reregisters dll's etc for IE. Fixed the problem on the customer's server, and a machine a friend of mine was having trouble with.
