I am not aware of a method to simply set (or unset) a parameter to disable Enterprise Edition, thus enabling Standard Edition. If you wish to "gear down" to Standard Edition, then here are the steps that I recommend:
1) Export the Oracle users' schemas that you want in the Standard database.
2) Uninstall Oracle Enterprise Edition.
3) Install Oracle Standard Edition.
4) Create a new, Standard Edition database.
5) Create the target users.
6) Import the dump files you created in Step 1, above.
