don't let user open webpage???

The best answer to the question is web server security: Depending on your web server, you can specify priviledges for each directory, so just set the user rights accordingly.
However, since this was posted in a VFP forum, I have a feeling that the question wasn't complete....
What is enabling them to open any web page? Do you have an IE browser control in VFP and want to filter what they can access? You could provide your own "Location" text box, and just filter what you accept, but that doesn't stop them from browsing to the 'bad' page. You could have a timer, and every 1/10th second check the current location... if it's not allowed, then cancel the load.

Are you talking about preventing the user from opening a page in the Web Browser control? If so, I can give you some help with that, but I won't spend time doing that if it is not what you want.
If you are talking about preventing the user from opening a page within a web browser such as IE, then that is not a VFP issue (as Wgcs correctly pointed out).

that what i'm talking about preventing the user from opening a page within a web browser such as IE, but i wish to prevent from VFP, because I have build an internet time controler program for an Internet cafe and i wish to control the page view for the user thanks

I doubt if that's possible. You might find a way for VFP to control an IE session, but you will never be able to prevent the user from opening another instance of IE outwith that control. Also, what is to prevent them going to the forbidden page in Netscape or Opera?
