Domain install permission policy

I have a windows 2003 server domain setup. All my clients are setup in the "user" group. I have 1 user that needs to be able to install any kind of programs on his system. I've even have added him to the admin group, but it still won't let him him install programs.

Is there a setting I can change that will give 1 user install access, and at the same time keep him in the "user" group?
 
Make him a member of the local admin group. There is no difference I can think of between giving the right to install software (which also requires registry access) and making a user a member of local admins group.
