Does anyone know if you can connect to a remote mySQL server...???

Are you just connecting for testing purposes? if so it'd be much easier if you downloaded or copied mysql for yourself to run on the local machine.
I'd imagine the reason you can't connect is port or location information being incorrect. Check you've got all the right relvant information (including any proxy stuff) with your hosting company. Testing over a remote connection via the internet is pretty tricky at the best of time so I'd do all your testing on your own pc personally!
