It's possible to call from one site to another without a license, but that's it then. If you want to busy status, hotdesking, centralized VMPro, display information...etc. then you need a networking license.
It better to ask your Dealer how to implement this, the same numbers on both sites is a big NO.

I configure the IP line and IP route on each site, also short code with remote ext number. When I dial the remote ext number I got busy tone and also got a lot fault reports from system status says try to use SCN without license.
In an IP500 you will need networking licenses to make an IP line to another system. Networking Start licenses will give you 4 IP trunks. Manager will let you set one up but it won't work.
To add more than 4 VCM's to your 500 you need some of these:
202961 IP500 VCM RFA 4
202962 IP500 VCM RFA 8
202963 IP500 VCM RFA 16
202964 IP500 VCM RFA 28
202965 IP500 VCM RFA 60
For Advanced networking you will nedd this on both sites:

The 406v2 doesn't need networking licenses or VCM licenses.
