DNS works for a minute, then stops

Today's dilemna...

Windows 2003 DNS and Windows 2000 DNS are in use. We have them forwarding to a non-Microsoft DNS server we run in our DMZ if they can't resolve the name.

When we restart the DNS service, DNS will resolve correctly addresses. After a minute or so, it will only resolve those addresses it has in cache.

If I use NSLOOKUP, the DMZ server will resolve any external address. However, again using NSLOOKUP, our internal servers will not resolve any addresses after a minute or so. During the first minute, it will successfully resolve them.

I'm stumped. Any ideas?
