DNS records not updating

I am running DNS on our domain controllers with forward/reverse zones. I have set the scavenge for all zones to be 12 hours. DHCP lease time is set to 1 day and DHCP is set to automagically delete DNS/PTR records(as set in the DHCP configuration). The issue that I am having is that the REVERSE(PTR) records are not being scavenged and old records are NOT being deleted. this is causing issues because our ERP package does rDNS to allow client connectivity, and when it does a rev lookup, it sees 4 clients for the same PTR record, but in the forward zones, the records are correct and being scavenged.

HELP!
 
your scavenging time should not be less than your lease time...
