DNS Forward for only one domain

I realize in Windows 2003 DNS Server that you can setup specific forwards in DNS to specific DNS servers. However, in 2000 you can only do forwarders in a list one after the other (top to bottom).

My question is this, I need to setup a forwarder for a particular domain that is residing on the opposite end of a VPN tunnel. I already use a forward which is my ISP DNS. The problem is that I've been asked to route the forward to a publically named domain name. This causes a problem since my first forward in the list can resolve the domain name with my ISP's DNS. Is there another way around this problem?
