DNS Entries Lookup

I have 2 servers in different cities. I have a website on server A. I want the same website on server B so I copied it over. Now I want when a user types in it will do any of the following, I don't care which.

1. Go to either site and show the pages but if the site is down go to the other.

or

2. Go to the first site and if down, go to the second.

I have been playing around with the DNS for 2 days now and I am about to set my servers on fire. Help please.
 
You could setup a round robin type scenario but this would require the site (ip) to literally not give a response, round robin is enabled by default so setting up two A records like:

site1.com (A) 192.168.0.1
site1.com (A) 192.168.0.2

should suffice, of course this is assuming its Windows. Also neat cause it does subnet priority first if these two sites are considered internal networks. FYI its been a bit since I have had to deal with round robin so this may or may not be the only steps required (standard disclaimer)
