Distribution Group Security Tab

I am not able to see the security Tab under the properties of the distribution group.
I would like to assign full rights over the group to a manger so he/she will be able to modify the members through outlook.

Does anyone know how can I restore that option?

To answer your question, enable "Advanced" view in ADUC.

The easiest (and correct) way to give a person management capabilities of a DL would be to assign that person as a manager on the "Managed By" tab. Then the user can modify the group using Outlook.

I tried the Manage by.. but the person was not able to modify members.
Also, the managed by is limited to one user and I need to add 3.

Mangaged by is just an "informational field"; a text label. You still have to give that person the appropriate permissions. Anyone that you give appropriate permissions to could potentially edit the DG, if they are pointing to a GC with a writable partition that is.
