Displaying DID/CLI Number using IP Trunk Between 2 Sites 1

Hi Guys
I was hoping to get assistance.

I have 2 Sites A and B linked by H.323 trunk.
Site A has the users while Site B has the PRI trunk.
I want users to dial through the IP trunk then through the PRI.
Each user has a DID number which should display to the called number instead of the main/pilot number.
However, the operator tells me the IPO does not forward the individual DID number which is why the called number sees the pilot number.
I'm guessing this could have to do with SC??
I know this works in IPOSE with Expansion linked by SCN trunk.

I have tried different short codes at both sites..
But I get Incompatible or Rejected.

Site A Site B

Avaya IPO V2 ver8.1(63) Avaya IPO V2 ver9.1.0.0 build 437
IP trunk ID - 17 IP trunk ID - 18
H.323 extensions PRI trunk ID - 1
SC - 9N, N, Dial, 17 SC - ?, ., Dial, 1

 
On site B program the DID numbers forthe local users and change the SC on site be to 9N;,9N,Dial,LineID 18
On site A program a shortcode in Line 17 9N,NSS,Dial,Line ID 1
If that doesn't work add a shortcode in the user settings on Site B like 9N,9NS<the Number to send>, Dial, Line ID 18

But I am not so clear on this.
I have no users on Site B at all.. Just a box with PRI in that location..
Line ID 1 at Site A??
 
You were not clear on that at all either.

I have this here because we need to display different DID numbers for different users.
I noticed doing a general 9N wouldn't work, that's why I used double digits.. 91N, 92N..
