Disabling Windows Firewall Through GPO

We have successfully updated our Win2K3 GPO so that the Windows Firewall is disabled. This was applied under both the Standard and Domain Profiles. The policy titled Windows Firewall: protect All Network Connections were both disabled.

On one workstations, we ran gpupdate /force from a CMD prompt, and checked the settings within Control Panel, but they are not greyed out, and we are even logged in as a local admin. Is this reason why?

Reboot the problem machine, it is processed as a foreground policy, as it is constantly active when online, therefore, will not update until the machine restarts. Only objects that don;t have a ajoining service can be processed (background) durring a windows session.
