Disabling scrolling with mouse between records?

Dear friends,

I made a form and set its property to navigation = no and cycle = current record, in the hope that people will not haphazardly use their scroll thingy on the mouse and skip between records in the middle of data entry. These settings do not prevent skipping between records at all when scrolling with the mouse. Is there anyway I can tell the form not to let them scroll. I only want them to be able to find records by clicking a button called Find Record.
