Disabling Mapping of your drives

I have a Windows NT 4.0 workstation semi-locked down. It's on our network, so we want it to be as secure as possible. The problem we have is users on the network wanting to use the C: drive for storage.

How can I disalbe the ability for another user to map the local drives? Is this a registry issue, or are there settings I need to make in the Drive properties that I'm not finding?

If the C: drive isn't shared, other users can't map to it (unless they have administrative access on the machine concerned - when they can use the default admin share C$).

I'm presuming this in NT domain as its NT server forum.
