Disabling folder access on Start Menu

If you click Start, and double-click any folder in the Start Menu, it will open a window of the folder. How can I disable this?

There are files in the folders that I want users to access, but only by clicking Start --> Folder, and letting the folder expand to show the files.

Also, if there it a way to hide the Programs folder on the Start Menu, but still allow the Startup folder to run any executables, I'd appreciate that.

Not sure if the group policy editor can do this. Is there a script of some sort?
 
Linney, this works once the folder is on the desktop. However, this folder will be copied down from the server once the user logs in. If I check deny for the 'List folder Contents' permission in the security tab, then it won't copy down from the server. I even tried to edit the user permissions in the Advanced Security Settings, checking deny for 'List Folder / Read Data', but it did not pull down from the server. Any ideas?
 
Is there any possibilities for using this?

For help about Secedit, click Start, click Run, type %windir%\help\secedit.chm, and then press ENTER.
