No (or at least not without rewriting part of the operating system by replacing MSGINA with your own GINA)

strongm, question again how about disabling startmenu?
i have this server/client program when i lock the station can i disable start menu then from server if i unlock the station then startmenu will be enable. thanks again

Not sure I understand your question -- if the PC is locked, there's no start menu to disable/enable?

In any case, do a search in this forum -- disabling Ctrl-Alt-Del is a topic that has been covered many times.

The short answer is: Unless you're prepared to write a complicated Win32 DLL using C and the DDK, it can't easily be done. Any coding errors will result in an unbootable PC, or at least one you can't log into.
