Disable reboot/halt from login screen in RH

How does one disable users from rebooting or halting from the login screen? In this case, our workstations are using RH 7.3. I have a couple of users who think its their duty to reboot whatever workstation they are using that day. Grrrr. So I'd like to disable that function or at least require the root password. Ideas?

What window manager is in control of the login screen?

If KDE it's under (?)Sysadmin->LoginScreen->Advanced (or somthing like that) in the KDE Control Panel. (I'll double check this later.

We are using Gnome desktop, but you've given me some ideas on where to look.

GNOME button->SystemSettings->LoginScreen
This will bring up a dialog box, click on the Security tab, and uncheck "Show system menu", apply the changes by clicking the "Close button"...

I'm sure you can also do it by editing the config files, but I don't know which files Gnome uses for this screen.

Let me know how it goes.
 
We have KDE menus and I found what you were talking about but the changes there did nothing. I looked through ALL the Gnome menus and did not see anything for login screen. The answer must be in a config file. I must do more searching. :)
